Asphalt overlay is the paving of an additional, second layer of asphalt, on top of an already existing layer of asphalt. An overlay is possible when there are not any major problems with the current asphalt, just some minor cracks or crumbling. Some problem areas can be cut out, but the majority must be in decent shape.
